Abstract

Public sector performance reflects the government's ability to manage resources efficiently and responsibly to achieve development goals. One of the key challenges commonly encountered is the absence of a balanced measurement system capable of assessing both management processes and policy outcomes. This study aims to analyze various forms of public sector performance indicators using a descriptive qualitative approach by reviewing related studies and measurement practices across different government institutions. The analysis shows that performance indicators consist of two main groups: governance indicators, which include accountability, transparency, and oversight, and outcome indicators, such as economy, efficiency, effectiveness, outcome, and impact. The integration of these two groups forms a more comprehensive evaluation framework that enables objective assessment of public sector performance. Furthermore, advancements in technology create opportunities for the development of more flexible and accurate data-based indicators. In conclusion, effective performance measurement must combine principles of good governance, measurable policy results, and technological utilization to enhance transparency and government effectiveness.
